"This is the first of a series of reports that assess carbon sequestration and greenhouse-gas (GHG) fluxes in regional ecosystems; this report covers the Great Plains region of the United States. The assessment has two specific objectives: (1) fulfill the requirements of the 2007 Energy Independence and Security Act (EISA; U.S. Congress, 2007), section 712, which directs the Department of the Interior to examine the major ecosystems in all 50 states of the Nation and estimate the amount of and changes in carbon storage and GHG (carbon dioxide (CO2 ), methane (CH4 ), and nitrous oxide (N2O)) fluxes in and out of ecosystems and evaluate the effects of major controlling processes such as climate change, land use, and wildfire on ecosystems; and (2) improve the understanding of the capacity and vulnerability of carbon storage and sequestration in ecosystems in a spatially and temporally meaningful fashion by using the technical capabilities of the U.S. Geological Survey (USGS) and other agencies and organizations"
