- This document is a manual developed for the Government of Bangladesh in order to advance the process of disaster recovery and reconstruction in the country. The manual provides a bottom-up approach to assessing disaster risk and vulnerability. The framework for the assessment is based on the Economic Commission for Latin America and the Caribbean (ECLAC) methodology, which identifies the ex-ante and ex-post financial needs of the affected state, the sectors and geographical areas most affected, and the capacity of the state in monitoring and implementing DRR initiatives. The manual, as a toolkit, helps the assessor measure the physical and economic impact of a natural disaster, which is then compared with the existing pre-disaster data. Relative losses and damages are thus subdivided sectorally into social (health, education, and housing), productive (industry, commerce, and agriculture/livestock), and infrastructure (water/sanitation, electricity, and transport/communications) categories. The manual provides case studies, exercises and precise step-wise procedures for the assessment of damage and loss for each sector and its sub-groupings. The general steps include: 1) developing a pre-disaster baseline; 2) conducting a post-disaster forecast; 3) estimating the damage and loss; and 4) estimating the effects on the balance of payments and on the fiscal budget. Slight variations in this procedure are necessary for the damage and loss assessments of particular social sectors and infrastructure. Collectively, this assessment allows those planning the rehabilitation and recovery process to estimate the macroeconomic effect of the disaster as well as post-disaster needs. This training manual is highly recommended to any state that faces frequent disaster events. It is a central tool in the effort to build institutional capacity for damage and loss assessment. The step by step breakdown of the process lends critical support to the work of policymakers and other stakeholders concerned with disaster risk reduction (DRR) and the fight to combat future disaster risk and vulnerability.
