And lastly, it contends that the Plan should prioritize building the capacity of district and city authorities to set specific targets for DRR and match this with funding from the national government. This will lead to prioritizing investments in DRR, the tracking of progress, and information sharing regarding successes and failures for future policy-making and implementation at all levels.
