Summary:
This document is a review of India’s District Disaster Management Plan (DDMP) and suggestions as to how community-managed disaster risk reduction (DRR) can be mainstreamed into its processes. It presents the 12th Five Year Plan as an opportunity to engage in capacity building and promote information sharing regarding DRR across India’s communities. Since the 2004 Indian Ocean tsunami devastated communities throughout the region, a movement has occurred within India to shift from a ‘rescue and relief’ orientation towards an emphasis on DRR. Though initiatives have been established at the national level to address disaster risks, the document calls for a focus on community-centered DRR. The main premise is that disasters are local, and it takes local capacities to mitigate and reduce risks. Thus it advocates investing in capacities for DRR at the district and local levels as the most likely to yield returns on investments. The document highlights many obstacles facing district authorities due to their lack of capacity. They often do not have the knowledge or expertise to measure and analyze risks. DRR initiatives are generally planned and funded at the national level, and thus do not reflect the needs of local communities. District authorities do not have integrated monitoring and evaluation systems that local institutes can use to target vulnerable and at-risk communities before and after disaster. The information that is gathered is often too general, and not context or community-specific. While national initiatives are good at developing approaches and concepts, they fail to concretely identify targets for risk reduction at the local level. The document presents the Twelfth 12th Five Year Plan as an opportunity to focus on community-centered DRR. It calls for the national government to use the Plan to engage civil society organizations in disaster management since they are central to these processes at the local level. They also advocate for making District and City Disaster Management Plans more inclusive of the most vulnerable groups, such as dalits, women, small businesses, and the poor, while training district authorities in vulnerability mapping and inclusion monitoring. And lastly, it contends that the Plan should prioritize building the capacity of district and city authorities to set specific targets for DRR and match this with funding from the national government. This will lead to prioritizing investments in DRR, the tracking of progress, and information sharing regarding successes and failures for future policy-making and implementation at all levels.
