- This is a USAID/OFDA report about the work accomplished by the U.S. Forest Service (USFS) through the implementation of the Disaster Assistance Support Program (DASP). The report essentially emphasizes the extent to which the DASP has technically assisted different countries and ensured coordination between USFS specialists and their colleagues around the world in order to reduce vulnerability to wildfire. The report presents the objective of the DASP, its methodology, and the results obtained by USAID/OFDA as a result of the implementation of this program. Created in 1985, the DASP’s main objective is to technically support the USAID, the Bureau for Democracy, the Conflict and Humanitarian Assistance (DCHA), the Office of U.S. Foreign Disaster Assistance (OFDA) in terms of managing and planning disaster prevention, preparedness and response in the world. The methodology used by the USFS, through the DASP, consists of developing and implementing what have been called the Incident Command System (ICS) and the U.S. Government’s management system. In doing so, the USFS manages and keeps updating USAID/OFDA’s procedures in order to improve disaster planning, management and response. Examples of such a methodology include the establishment of the Disaster Assistance Response Team (DART), the Field Operations Guide (FOG) for assessing disaster and providing effective response, the Response Management Team (RMT) whose goal is to facilitate a forum where stakeholders can share their experiences for better future actions. In terms of outcomes, the report asserts that in FY 2007, USAID/OFDA, as a result of the implementation of the DASP, provided successful responses to 77 disasters that struck more than 94 million people in 57 countries and donated more than $479 million for emergency relief supplies. This is basically a report that stresses the extent to which USAID/OFDA has implemented a new program or strategy for more effective disaster planning, management and response. ( ,,,English )
