- This document presents the Inter-American Development Bank (IDB)’s new policy initiative focused on shifting from a focus on financing disaster response and reconstruction, towards supporting proactive disaster risk reduction (DRR) initiatives that seek to lower the physical and economic impacts of natural hazards before disaster occurs. Latin America and the Caribbean is a region increasingly plagued by not only a rise in the frequency and intensity of natural hazards due to factors such as climate change, but also rapid population growth and unplanned urbanization in areas of particularly high risk. This has led to growing disaster losses, threatening economic growth throughout the region. The authors criticize the emphasis that governments have traditionally placed on mobilizing resources to respond to disasters, diverting scarce resources away from previous pro-poor development obligations, when these efforts often are not enough to truly recover losses and move towards sustainable economic growth. Also problematic for the IDB is the threat that disasters pose to its own development efforts in the region, particularly those relating to agriculture, housing, infrastructure, and energy. Nearly 27 percent of the banks projects and a fifth of average annual lending, about US$1.2 billion, are at risk to the impacts of climate change. These realities have prompted the IDB to take some significant initial steps towards increasing Bank financing for DRR. These include the establishment of the IDB Operational Policy on Natural and Unexpected Disasters, the Disaster Prevention Fund, and the Multidonor Disaster Prevention Trust Fund. The IDB also offers guidelines as well as technical and financial assistance to national and regional entities, both governments and organizations, for adopting mitigation and prevention policies, while also supporting efforts that incorporate community and civil society organizations into the process.
