Just Ornamental, and the history behind it, as explained by Mrs. Fisher. "My husband had the statue erected there," Mrs. Fisher said, "because he was opening up that section of the Beach for development and he needed something to designate the new area." "He is made out of concrete," Mrs. Fisher said. "He's still a pretty solid fellow."
