|a Emilio Vasquez begins the public forum meeting. M. Athalie Range speaks for a second before the video cuts off. Vasquez begins the presentation talking about Virginia Key's environmental state. Vasquez notes that they want Virginia Key to preserve the sea grass, which will play a significant role in restoring Virginia Key to a more natural ecological state. Next, Vasquez discusses certain park features that could make the case to include Virginia Key on the National Register of Historic places. Vasquez notes that the Trust will not be able to rebuild the original miniature train station due to it that fact that it was made of corrugated metal. The Trust will need to rebuild the station using a stronger, heavier, material. Furthermore, he notes that the heavy currents along Virginia Key should deter most recreational boaters from docking their boats at the beach. (VIDEO JUMPS AROUND FOR A BIT). The video picks up with Vasquez answering questions about development on Virginia Key. He notes that Virginia Key could try and build on certain pieces of land, but not on parts zoned "Parks and Recreation." The community members want to try and deter development on Virginia Key by changing the zoning codes to "restricted." Vasquez notes that to change the codes to "restricted" would be difficult because the city would want to preserve its ability to do something with the land in the future. (VIDEO JUMPS AROUND). Then, they group asks for people to record their personal information so they can mail them updates about the project. Then, the meeting moves to a question and answer session. The first person to speak is a man named Clarence, who notes that he grew up at Virginia Key beach and is quite interested in following the future plans of the committee. He notes that the will do everything possible to inform the other members of his community. The next question comes from a man who voices his concerns about education, especially for African Americans. The man believes that there can be no "correction" without educating people about the earth. He believes that the educational plans for the park are crucial for the African American community. A woman addresses the man's question by noting that the Biscayne Bay Coordination and Restoration Team has provided Virginia Key with a $160,000 grant to educate local "young" people who will then go out to other schools to act as "environmental awareness ambassadors." Someone wonders if Virginia Key could somehow try and get weekly television exposure. One man wonders about community partnerships that could make Virginia Key a more collaborative effort that could help bring in additional resources. |
