"Object of the survey was twofold: 1 - To consult with the Overseas Highway and W.P.A. engineers for the purpose of advising in the expenditure of a balance of funds in an effort to promote a more aesthetic appearance and an appropriate recreational use of the lands immediately adjacent to the Highway which lie within the property limits. 2 - To study the entire project for its desirability as a possible annexation to the National Park Service with a view to development as a National Parkway"--Leaf 1.
