Summary:
The Rwanda Integrated Water Security Program (RIWSP) is a USAID funded program to lend support to Rwanda’s development through the improvement of the sustainable management of water quantity and quality with actions at national and decentralized levels with the primary aim to benefit vulnerable populations in target watersheds in the country. USAID in collaboration with the Government of Rwanda (GoR) identified the sub-basins of Akanyaru and Akagera where these target areas would be located. The selection of target watersheds, up to two per sub-basin, is one of the major initial activities of the program. This document includes an overview of RIWSP and contains a description of the conceptual framework of the criteria and the proposed approach to identify the target watersheds. It characterizes the criteria and indicates how the criteria will be applied. The methodology developed has incorporated various concepts into an original framework specifically applicable to the case of RIWSP; this notwithstanding, we believe the approach retains a number of general features which should it make attractive for adaptation to other programs that involve the selection of target areas where integrated field approaches require to be tested. As is described below, RIWSP seeks to develop replicable model programs at watershed level in order that may be applied in, and benefit, further decentralized areas in Rwanda. ( , )
