Typed on back: "City officials, department and division heads, and 30 ninth grade students from Boynton Beach Junior High School meet in the outer lobby of City Hall Tuesday, May 5, 1964 as the City's first annual Youth in Government Day gets off to a flying start. Soon after this picture was taken, students took up the duties of Mayor, City Councilmen, City Manager, City Attorney and various Department and Division Heads for the day. Two students assigned to the City Judge were missing when the picture was taken… they were already hearing cases in Municipal Court!" Police chief James Erwin in dark suit in front.
