- This document is a strategic plan for increasing the coordination between the member countries of the Andean community in initiatives to prevent and mitigate the impact of natural and man-made disasters throughout the region. This effort will systematize management of resources, diminish existing vulnerabilities and the probabilities of disaster occurrence, provide a series of strategies to reduce the impact of disasters, and strengthen a culture of prevention in the sub-region. The Andean sub-region, consisting of Bolivia, Colombia, Ecuador, Peru and Venezuela, has a population of 119 million, a surface of 4’745.891 square kilometers, and is affected by a myriad of risks. The region is exposed to the extremes of major floods and prolonged droughts, along with earthquakes, tsunamis, and volcanic activity as a result of the three tectonic plates (Nazca, Suramericana, and Caribbean) upon which this territory rests. It is interesting to note the emphasis the document places, not only on the events of great magnitude, but also on minor events that are often more frequent and devastating in their cumulative impacts. The document stresses the wider repercussions of events within the region, particularly their affects on other Andean countries in terms of forced migrations, declines in imports/exports, communication interruptions, etc. The Strategic Plan promotes strategies, policies, and activities that address mitigation, preparation, disaster response, rehabilitation, and reconstruction. This document promotes the strengthening of national platforms on disaster risk reduction (DRR) throughout the region. The Strategic Plan highlights a number of shortfalls regarding implementation of DRR throughout the sub-region. It finds that: 1) risk reduction projects and development strategies are usually designed for short term implementation; 2) the construction of infrastructure generally disregards risks to disaster, especially infrastructure necessary for the continuation of productive activities (agriculture and mining); 3) there are substantial deficiencies in the implementation of prevention strategies. The document identifies the failure of the academic sector to orient future professionals towards a clear-cut understanding of the region’s risks and vulnerabilities, the lack of adequate hazard, vulnerability, and disaster impact information, limited coordination between national and local governments, and little integration of the private sector in DRR efforts, as particular deficits that the region must address if it is to successfully reduce disaster risks.
