Summary:
This document presents a strategy framework for comprehensive disaster management (CDM) throughout the Caribbean, particularly stressing the possibilities of reducing disaster loss through the incorporation of risk management strategies into development planning processes. It identifies priority outcomes for a 5 year evaluation period, from 2007 to 2012. In 2001 the Caribbean Community (CARICOM) established a strategic framework for the implementation of CDM throughout the region. Its purpose was to enhance the harmonization of donor support for development programs which placed particular emphasis on disaster risk reduction (DRR). The strategy called for the establishment of the Caribbean Disaster Emergency Response Agency (CDERA) as a coordinating unit; the strengthening of National Disaster Organizations; establishment of mechanisms fostering regional cooperation; the development of sector specific DRR programs; increased emphasis on linking DRR to development research; increased utilization of technical products produced by CDMP projects; promotion of successful mitigation and training activities already implemented by CDERA; the fostering of increased collaboration among agencies; the strengthening of legislative and regulatory frameworks; and increased awareness about DRR among policy makers. Multi-island disasters in 2004 and 2005 made it clear to regional stakeholders that more needed to be done to address the various disaster risks plaguing the region’s countries. This prompted a revision of the 2001 framework, requiring an assessment of its expected results, whether or not objectives were achieved, along with the challenges remaining to be addressed. The report is specifically critical of the frameworks effectiveness in reducing disaster losses throughout the Caribbean. Two main underlying factors are identified as the reason for continued disaster losses related to natural hazards in the Caribbean: the lack of harmonization between donors, and the limitations of a program-based approach to DRR and development. While the report identifies several positive initiatives between 2001-2006, including the strengthening of the CDERA coordinating unit as the lead disaster management agency for the Caribbean, and increased data acquisition, monitoring, and coordination among stakeholders, it points to institutional weaknesses as particularly problematic. It calls on regional stakeholders and donors to invest in strengthening national and local governance structures for DRR through increased financial and technical support. ( , )
