Summary:
This document outlines the strategic framework established by the Central-American governments to reduce physical, social, economic, and environmental vulnerabilities within the region that contribute to increasing the frequency and impact of disasters. It focuses on the incorporation of disaster risk reduction (DRR) into sustainable development planning, highlighting policies for prevention and mitigation alongside those focused on preparation and emergency management. The Central American region is particularly vulnerable to the effects of a number of hydrometeorological and geological hazards. This is particularly the case as countries either increasingly promote development or fail to regulate development in high risk areas, often contributing to rapid environmental deterioration throughout the region. These development failures have had grave consequences for these societies, generally resulting in disasters that produce mass casualties and extensive economic losses, particularly for the poorest and most vulnerable. In 1999 the presidents of the Central-America, the Dominican Republic, and Belize gathered in Guatemala City, Guatemala to develop a strategic framework for proactively reducing vulnerability and comprehensively incorporating DRR into development planning at the regional, national, and local levels, as well as across all public and private sectors. This document outlines objectives and component parts for three aspects of the framework: reducing vulnerability to disasters, managing water resources, and preventing and managing fire hazards. The strategy focuses on developing a culture of safety through the promotion of the active participation of civil society, local communities, and their most vulnerable groups (women, marginalized ethnic groups, etc.). It calls for integrating DRR into various sectors, including the health, food and nutrition, education, housing and human settlements, agricultural, industrial, transportation, energy, and environmental sectors. It also advocates for increasing capacity for the detection, tracking, monitoring, and timely forecasting of natural hazards; increasing the level of safety in human settlements; land use planning that reduces vulnerability to disasters; incorporation of DRR into water resource management; improving and modernizing research methods and scientific information; and strengthening local capacities for risk management.
