Summary:
This document discusses the German Agency for Technical Cooperation’s (GTZ) efforts to increase the capacity of municipal governments throughout Central America to integrate disaster risk management (DRM) into local development strategies. It begins by highlighting the current increase in the quantity and magnitude of disasters around the world, particularly how the number of deaths and extent of physical and economic devastation are marked in developing regions such as Central America. A number of variables play a role in this reality. The first acknowledged is climate change. With most developing countries residing in tropical regions, they often face the worst aspects of climate change, including larger and more intense storms, more extensive flooding, along with the rise in the incidence of heat waves and droughts. Another key factor is rapid population growth, along with unregulated and unplanned development, leading to denser communities of the poor living in the most vulnerable areas, with little access to critical services or infrastructures. Often governments in these developing regions lack the capacity to address these risks. According to GTZ, efforts to address these issues must be concentrated at the local level. GTZ works with municipalities throughout Central America to increase their capacity to carryout DRM policies, integrating DRM into broader efforts to decentralize and democratize development and governance. GTZ promotes participatory DRM, whereby at-risk communities are integrated into decision-making, planning, and implementation processes. Since disaster risks result from multiple factors, reducing risk requires working with various levels of government and sectors of policy making. The local community is where the concerns of these numerous stakeholders intersect, where the impact of disaster is most felt, and consequently where DRM will have the most bearing. In its experiences integrating local DRM into its development cooperation throughout Central America, GTZ has found that sustainable success requires the use of risk management strategies in various sectors of development such as poverty reduction, environmental protection, and natural resource management. Disaster risk and cost-benefit analysis must become central components of investment and development planning. It also means addressing short term and long term disaster risks in the aftermath of disaster, by incorporating DRM into disaster response planning and disaster reconstruction and recovery processes.
