Summary:
This document is a project information sheet providing an overview of a disaster risk reduction (DRR) project implemented jointly by the Graduate School of Global Environment Studies at Kyoto University, and the Hue University of Agriculture and Forestry, from September 2006 through August 2009 in Central Vietnam. It outlines the project’s location, background and rationale, objectives, methodology, and outputs. Situated in the tropical monsoon zone close to the typhoon centre of the Western Pacific, Vietnam is one of the most disaster prone countries in the Mekong region. With 70% of the population living in at-risk areas, the constant loss of crops and homes in floods and storms keeps them trapped in cycles of poverty. The project outlined in this document was implemented in the Thua Thien Hue Province located in Central Vietnam, characterized by a varied geography of mountains and coastal plains. As the realities of climate change have become more glaring, conditions of vulnerability and risk have deepened, leading to devastation throughout the entire Thua Thien Hue Province. The project’s objectives were mainly to build community resilience to disaster, and to reinforce the relationships between different stakeholders including local governments, communities, and civil society through participatory planning mechanisms and the implementation of risk reduction measures. The project identified three main targets in the Central Vietnam region (the mountain, plain, and lagoon) where specific actions are to be taken. In the mountain region, actions consisted of introducing new crops and developing the local market. In the plain region, the focus was mainly on sustainable livelihoods such as animal production and building information sharing systems. In the lagoon region, the project involved school children in monitoring water quality. According to the report, this project has the potential to inform other communities in the various strategies of building resilience. The project aimed at showing the extent to which successful DRR initiatives involve participatory processes and integrated approaches to enhancing community capacity to cope with disaster.
