Summary:
This document is an annual summary report of the Pacific Islands Applied Geoscience and Technology Division (SOPAC) providing a snapshot of key actions that the SOPAC Secretariat accomplished during the 2006-2007 reporting period. SOPAC provides support, guidance, and advice to member countries in three program areas: (1) Ocean and Islands, (2) Community Lifelines, and (3) Community Risk. It aims to promote sustainable development in the Pacific region by improving resilience and capacity building, and reducing poverty through the development of natural and non-living resources. The Oceans and Islands program addresses environmental degradation and its role in increasing vulnerability to disaster. While there have been significant improvements in the development of Tsunami Monitoring and Early Warning systems, SOPAC has lagged behind in terms of collecting information on island topographies, information that is critical for progress towards building resilience to disaster. The Community Lifelines program, though aimed at establishing sustainable livelihoods, focuses primarily on the ways in which communities can become self-sufficient and both environmentally and health conscious. The Community Risk program initiatives focused on mitigation and resilience measures as well as streamlining disaster risk management (DRM) throughout the region. The document continues by highlighting the main initiatives and meetings that were carried out in 2007, as well as the new opportunities for disaster risk reduction (DRR) in the region. Unfortunately the impact of these various initiatives and meetings was not discussed at length. In addition, while the document lays out the National Action Plans (NAPs) to build community resilience, it fails to report on local community activities. SOPAC’s most promising initiative is its continued support for the development of the Pacific Disaster Net, a web-based DRM database that will enhance knowledge and decision-making capacities related to DRM. The document discusses new and emerging issues in each of the three key work programs. Resource use solutions, the monitoring of physical and chemical changes in ecosystems, natural resources governance, and cross-cutting issues such as climate change adaptation (CCA) have been identified as new and emerging issues in the ocean and islands program.
