|a This draft Pacific Regional Action Plan for Disaster Risk Reduction outlines objectives and actions to be taken over the next decade to help Small Island Developing States (SIDS), like those found in the Pacific, develop mechanisms and policies to protect their populations from disaster. This document was adopted by a ‘multi-stakeholder group of Pacific Island Country representatives including national disaster managers, regional and international organizations, donor partners, experts and civil society groups for the Second World Conference on Disaster Reduction’ held in Fiji in June 2004. It outlines a vision for ‘building capacity to ensure safer, more resilient Pacific Island communities to disasters, so that Pacific people may lead free, worthwhile and sustainable lives’ (p.4). With this vision, the position paper covers five themes: (1) governance: institutional and policy frameworks for risk reduction; (2) hazard identification, assessment, monitoring, and early warning systems; (3) knowledge management and education-enhancing the resilience of Pacific Communities; (4) development of risk reduction tools; and (5) preparedness for effective response. In covering the five themes, the position paper discusses the key objectives for each theme, suggests major actions to be taken, and allocates responsibilities for the relevant stakeholders (regional/national governments, the private sector, donors, civil society, and international organizations). It also puts forward (measurable) expected outcomes to be reached by 2015. |
