|a This Practitioner’s Guide places a human face on disaster relief efforts. It provides case studies illustrating lessons learnt in the process of handling particular emergencies. The document outlines what can occur when proper, as well as improper, actions are taken, demonstrating the complexities of aid. The guide provides an overview of what is meant by emergency and disaster assistance. The section on Disaster Assistance lays out a framework for assessing the unique circumstances of each state for disaster preparedness and prevention (DPP). USAID/OFDA asks practitioners to understand the socio-cultural context and gender perspectives, among other factors, when offering aid. As such, the guide encourages practitioners to quickly adapt to their surroundings in order to properly assess the situation on the ground. This is a fundamental point because practitioners need to be realistic in their DPP efforts. Ill-conceived timeframes, preconceived notions of the area, and/or ill-informed theories concerning aid distribution or disease potential can be detrimental to relief and development. Each chapter discusses a component of the disaster relief process, covering issues such as designing work incentives, distributing food aid, addressing water and sanitation concerns, and responding to hydrometeorological extremes (droughts and floods). The document demonstrates how USAID/OFDA works to improve community participation and increase local capacity in disaster mitigation, planning, and prevention. Each chapter includes an assessment of options, discusses their feasibility, and offers the program’s rationale, proposal framework, and program description. |
