|a This document is a fact sheet of United States Agency for International Development—Office of U.S. Foreign Disaster Assistance (USAID/OFDA) programs around the globe. It provides a brief introduction to USAID/OFDA funded projects. USAID/OFDA’s primary concern is humanitarian assistance. Its disaster risk reduction (DRR) programs are aimed at “saving lives; protecting livelihoods, assets and infrastructure before, during, and after a disaster; and increasing the resilience of communities to natural disasters”. According to the document, USAID/OFDA programs promote self-sufficiency in DRR by strengthening the capacity of communities and governments at all levels to identify, manage, and mitigate disasters through sustainable, multi-sectoral programs, and to prepare them to respond to potential crises efficiently and effectively when they do occur. It lists the USAID/OFDA programs that promote at least one of the five priorities of the Hyogo Framework of Action (HFA). The Five priority areas are: (i) ensure that DRR is a national and local priority with a strong institutional basis for implementation, (ii) identify, assess and monitor disaster risks and enhance early warning, (iii) use knowledge, innovation, and education to build a culture of safety and resilience at all levels, (iv) reduce underlying risk factors, and (v) strengthen disaster preparedness for effective response at all levels. USAID/OFDA’s approach is very comprehensive and covers all the phases of the disaster risk management (DRM) cycle, with the exception of Risk Financing. Its programs build DRR capacity at the local and national levels; seek to reduce underlying risk factors; and support knowledge and education to build resilience. This document is an excellent overview of USAID/OFDA DRR programs worldwide and provides a simple synopsis of each program so that it will draw the reader, if interested, to seek additional information on said programs. Nevertheless, the document’s usefulness would have been enhanced if it provided an overview of how each program met the priorities of HFA. An important component of USAID/OFDA programs is promoting dialogue and coordinated action among stakeholders to address DRR in an integrated and comprehensive manner. Engaging communities, national and local governments, and non-governmental organizations to develop effective DRR strategies is an integral aspect of USAID/OFDA support. |
