Countries in the LAC region face high levels of vulnerability to a diverse array of natural hazards, including floods, droughts, earthquakes, tsunamis, hurricanes, and volcanoes. With this in mind, USAID/OFDA supports various programs on disaster preparedness and mitigation aimed at reducing the impacts of these hazards. It places particular emphasis on strengthening local and national capacities in these areas. The document notes a distinct shift within USAID/OFDA’s work from an instructional approach towards more technical assistance focused on enhancing local/regional abilities to respond to emergencies. USAID/OFDA has supported programs in the LAC region such as: 1) the Regional Disaster Assistance Program, 2) the Disaster Risk Reduction in the Americas Program, 3) the Emergency Health Preparedness Program, 4) the Promotion Private Sector Disaster Assistance, 5) the Assessment of disaster management curricula, and 6) the Volcano Disaster Assistance Program. The office also has distinct Caribbean Programs, Central America Programs, and South America Programs. In the Caribbean region, assistance is focused on early warning systems, Red Cross training and risk reduction, hurricane hazard mapping, disaster management conferences, and urban search and rescue training and equipment. Central America programs support projects for school-based risk reduction, disaster preparedness, mitigation initiative assessments, wildfire prevention and preparedness, risk management, and strengthening local emergency prevention and response capacities. In South America, volcano preparedness and earthquake monitoring are the focus of current assistance programs. As in its programs in other regions of the world, USAID/OFDA in the LAC region promotes local and national self-sufficiency in disaster preparedness and management. According to the document, programs supported by USAID/OFDA build upon and strengthen the capacity of established national and regional disaster management institutions, many of which already have the ability to meet most emergency needs after an event.
