|a This document is an evaluation of five DIPECHO action plans for Central America. It outlines the goals of the evaluation, the methodology used to conduct the evaluation, key findings, and recommendations. The primary goal of the evaluation was to monitor progress towards building resilience and reducing vulnerability to disaster in Central America. In order to determine levels of progress, the evaluation team organized visits to countries in the region (notably El Salvador, Guatemala, Honduras, Nicaragua, Costa Rica, and Panama), where they assessed 18 in-country project partners and five regional programs. The team focused on the status of national and regional disaster preparedness from an institutional and operational perspective. Interviews were conducted with local populations, and community group-based assessments were developed. The evaluators interviewed over 120 non-project stakeholders at the national and local government levels, universities, NGOs, international agencies, DG ECHO, and other EU sectors. Additionally, 17 DIPECHO partners completed a survey on 20 projects. The evaluators found that from 1998 to 2007 DIPECHO allowed several stakeholders to participate in disaster preparedness, developing a steady program that tremendously helped the most vulnerable Central American communities become more resilient to disaster. Because of the DIPECHO disaster preparedness program, stakeholders have achieved various interesting goals. These achievements include the development of a platform where stakeholders can effectively participate in the decision-making process, increases in staff and monitoring capacities, coordination between sectors providing technical assistance and project partners, and the reinforcement of capacities to determine priorities. Based on these findings, the evaluation team recommends the reinforcement of DIPECHO’s conceptual framework, the identification of clear goals and priorities, the development of projects that are replicable, the reinforcement of the project cycle process, which involves the selection of areas for intervention, project implementation, and follow-up. |
