Summary:
This document is a report about the World Conference on Disaster Reduction convened by the United Nations in Kobe, Hyogo (Japan) in January 2005. The report presents an assessment of global disaster risk reduction (DRR) initiatives since the adoption of the Yokoyama strategy in 1994. It also presents the 2005 Hyogo declaration, and the Hyogo Framework for Action (HFA). Disaster risk has increasingly become a global concern, with disasters in one region having significant impacts in another. In recent years there has been an international acknowledgement that efforts to reduce disaster risks must be systematically integrated into policies, plans, and programs for sustainable development and poverty reduction, supported through bilateral regional and international cooperation. This report essentially presents two dominant frameworks for DRR implementation: the Yokoyama Strategy and the HFA. The latter framework is presented as an update of the former and is recommended by the UN/ISDR as a reference for global DRR initiatives. It also asserts that, as a result of the Yokoyama Strategy, there is progress in terms of the scope and sophistication of DRR concepts. It argues that one of the major challenges to meet remains the systematic implementation of, collaboration for, and reporting on DRR. It calls for prioritizing DRR in national and regional policy-making; the identification, assessment and monitoring of disaster risks; early warning enhancements; reducing underlying risk factors; and strengthening disaster preparedness. In terms of the Hyogo declaration, conference participants declared their commitment to reinforcing global DRR initiatives, and to ensure that disasters do not continue to undermine sustainable development. Finally, the framework calls for the identification, evaluation, and monitoring of disaster risks and the establishment of early warning systems. Also, it encourages the development of a culture of resilience at national and community levels, and invites countries and other stakeholders to reinforce disaster preparedness for timely and adequate responses to disaster.
