- This document is a summary of the 2008-2009 International Federation of Red Cross and Red Crescent Societies (IFRC) Disaster Management Funding Appeal. It describes the increasingly demanding global disaster risk context within which the federation is operating, the changing needs and expectations of its members, and the approaches taken to meet these varied needs. Every year, the number and intensity of weather-related disasters such as floods, storms, cyclones, droughts, and extreme temperatures increases. Climate change and environmental degradation are two factors leading to rising disaster risk around the world. Also of particular note is the pace of uncontrolled urbanization in developing countries and its role in exacerbating human vulnerability by increasing the numbers of persons without access to clean water and proper sanitation, leading to epidemics and preventable illnesses. Whilst the rising number of disasters has resulted in fewer deaths, resultant economic losses are growing. This is particularly the case due to the steady increase in the number of small-scale weather-related events (affecting under 25,000 people) discovered in The Red Cross and Red Crescent statistics. The document outlines how the IFRC is responding to these growing threats by presenting the societies actions within the three disaster management components (disaster mitigation, disaster response, and recovery) of its program for the 2008-2009 period. The program summaries provide basic information on program elements and contact persons for the IFRC’s work in: disaster planning, preparedness, disaster risk reduction (DRR), food security, international disaster response law, operations support, disaster relief emergency funds, shelter, relief, and recovery. The document then presents a ‘needs’ table containing ‘Total Budget’ and ‘Needs’ amounts for the different 2008-2009 programs. The last section discusses the IFRC’s partnerships, particularly its work with UN agencies, NGOs, and the private sector through the Inter Agency Steering Committee (IASC). The International Federation recognizes that the world is changing, and that the services it provides will need to scaled-up, while also becoming more efficient and effective. It seeks to increase its resources, and establish higher quality integrated services with good internal and external coordination. ( English )
