Climate change has been identified as the major contributing factor in the increased incidence and intensity of phenomena such as heat waves, floods, droughts, tropical cyclones, and higher sea levels. Worse yet, the impact of disasters associated with climate change are likely to fall disproportionately on the poorest and most vulnerable communities throughout the developing world. With these realities understood, the mainstreaming of climate risk management and DRR into development policy and planning is a key priority for the international community. This document presents summaries of seven panel discussion sessions on the topic. The panels addressed the following topics: (1) the road from Bali to Copenhagen; (2) making the case for prevention; (3) mainstreaming DRR at the national level; (4) donor agency engagement in mainstreaming; (5) the relationship between DRR, poverty reduction, and chronic vulnerability; (6) governing climate change and DRR; and (7) DRR and climate adaptation. The participants of the conference concluded that there is a critical need for more integration between DRR and CCA. They believe that a primary objective of both CCA and DRR efforts must be to build the resilience and adaptive capacities of vulnerable communities through people-centered activities that provide simple, proven cost-effective ways to reduce damage and losses related to disaster in relatively short time frames. The report discusses the need for continued dialogue between scholars in DRR and those associated with CCA.
