520 3    |a This document looks at the relationship between social risks, as they have emerged in Central America, and the region’s susceptibility to disaster. The document starts from the outset acknowledging an important shift within the disaster community, from a focus on the study of disasters to a focus on the notion of risk. This shift has also led to the development of comprehensive scientific approaches to dealing with disaster, specifically in regard to risk management and risk reduction. In his discussion of the case of Costa Rica, Rodriguez asserts that risk reduction strategies are irreversibly linked to sustainable development. This is true because the bridge that connects exposure to hazard with disaster is the vulnerability of structures, social relations, and economic processes within a society. Vulnerability, then, is the key element to observe and act upon when dealing with physical events that may lead to disasters. This understanding of the relationship between vulnerability and disaster was made possible by the innovative nature of the dialogue that emerged during the 1980’s amongst the Latin American scholars who debated within the LA RED framework. They debated on issues such as the social construction of risk, the territorial expression of risk and diversity of damage scales, diverse imaginaries of social actors in the same risk scenario, and risk management as an approach for intervention. According to Rodriguez, the convergence of a series of dynamic pressures has led to an increase in vulnerability in Central America. Vulnerability in Central America takes many forms, from physical vulnerability to political vulnerability. The study uses the DesInventar (Lared/ FLACSO) as the main source of data to study the case of Costa Rica. Rodriguez is critical of studies that analyze disasters as physical events, particularly focusing on the hazard component of disaster rather than the role that vulnerability plays in producing disaster. He argues that indicators of manifest risk can become a feasible methodology and a contribution to the study of disasters from the perspective of social vulnerability. Within this framework, disasters, ranging in scope from the smallest to the most destructive events, can become valuable in uncovering increasing vulnerabilities
