Summary:
This report discusses Central America’s history of vulnerability to disaster, and regional efforts over the past few decades to address disaster risks. Central America has quite the history of major disasters. Examples are not short, and include a wide range of events, from the destruction of the city of Antigua (Guatemala) in 1776; the 1910 earthquake in Cartago, Costa Rica; the tsunami in Nicaragua in 1993; the severe droughts of the early 1980s associated with the El Niño phenomenon; to the devastating effects of Hurricane Mitch in October of 1998. Deficient environmental practices and high levels of social vulnerability (structural poverty and lack of land use management) have been significant in augmenting the magnitude of these disasters. The report thus highlights efforts by the international community to help countries across the region to reduce these two factors that contribute to disaster. After carefully reviewing the nature of international support that has benefitted the region since the 1980s, mainly support from OPS, OFDA, and the OAS, the report turns towards a discussion of the work done by an agency of the European Community, ECHO, and the founding of LA RED (Red de Estudios Sociales en la Prevención de Desastres en América Latina) in 1992. Parallel to these developments was the decision by country members of SICA in 1995 to officially name CEPREDENAC the regional inter-governmental body in charge of coordinating and promoting disaster risk reduction (DRR) in Central America. With the founding of LA RED, a new vision was brought to the table aimed at raising awareness of the various social approaches to disaster risk management (DRM), whereby risk and disaster are understood as unresolved aspects of the development process.
