- This publication presents a regional program for risk management implemented in Central America by the regional agency Centro de Coordinación para la Prevención de los Desastres Naturales en América Central (CEPREDENAC) with the support of the United Nations Development Programme (UNDP). The publication describes the goals of the program and the assumptions upon which it is built. The publication begins by pointing out the adverse effects of disasters in terms of both human and material losses. It asserts, however, that societies, after surviving a disaster, tend to forget the underlying risks that caused the disaster. In order to mitigate the risk factors and, at the same time, the impacts of disasters in Central America, CEPREDENAC designed a program called the Regional Program for Risk Management. More specifically, the goal of the program is to reinforce disaster risk management (DRM) capacities in Central America and come up with methodologies to incorporate the factor of risk into development planning. The program is built upon three main assumptions. The first assumption is that risk management should not be reduced to specific actions undertaken during the occurrence of a specific event. It should be an ongoing process, which takes place within a development framework. In other words, risk assessment should be a continuing process. As the second assumption, the program posits that disaster reduction should be a decentralized process. It assumes that disaster occurs at the community or local level. Third, the program assumes that the best way to improve future implementation of disaster risk management actions is by comprehending the reasons for their success and failure. This requires recurring evaluation of the effectiveness of policies and measures. This document is based on the notion that before practical means for anticipating disaster, preparing for disaster, and reducing disaster risk can be undertaken, those charged with these responsibilities must first understand DRM from a conceptual and methodological standpoint. This means taking actions to address risk with clear contextual understanding as to why such actions are being taken.
