- The purpose of this book is to connect implicit risks with conditions of vulnerability in order to understand how this commingling triggers disaster. The book looks at disasters as a means to analyze vulnerability in social, political, and economic spheres. The analysis is geared towards a holistic rather than an event-specific understanding of disasters. The authors begin the document by presenting the mainstream understanding of disasters, first focusing on the natural hazard (meteorological, geological and biological) component. In the next section, the authors address conditions of vulnerability generated from socioeconomic and political processes. These have an important role in determining the intensity and frequency with which communities are affected by disaster. It is worth noting that these political and socioeconomic processes are not fixed, they vary from one disaster to another. They affect not only the structural conditions of vulnerability for future disasters but also coping mechanisms as well as the resilience of communities to future events. A “disaster” situation is one where a considerable number of people experience a catastrophic event that severely distresses or destroys the community’s livelihood systems, where recuperation is impossible without international aid. The book utilizes two main approaches to understanding risk from a vulnerability viewpoint. The first model is the PAR (Pressure and Release) Model. The other is the Model of Access. The PAR Model defines disasters in terms of the interaction of natural hazards with vulnerable populations. The authors point out several weaknesses intrinsic to this model. It is a static model, where the generation of vulnerability is not fully integrated into an understanding of how disasters affect populations. The model also exaggerates the link between hazards and social processes, overemphasizing the social causation of disasters. The model is constructed around the notion of two opposing forces interacting: processes generating vulnerability, and physical exposure to hazards. In order to address the weaknesses of the first model, the authors introduce a second, the Model of Access. This model attempts to deal with the core causes of vulnerability and disaster. It is dynamic, in that it deals with the way in which insecure conditions are constructed through socioeconomic and political processes. With this understanding of disaster risks, better protection and recuperation strategies can be devised. ( English )
