520 3    |a This document is a practical distance learning self-study course that outlines concepts, and provides tools and instruments for increasing knowledge about disaster risk management (DRM). The document begins with a course pre-test, which allows those participating in the self-study to determine how much they already know about DRM. The next section is a glossary of relevant DRM terms drawn from the United Nations International Secretariat for Disaster Reduction (UNISDR) and the United States Agency for International Development, Office of Foreign Disaster Assistance (USAID/OFDA). The rest of the document is divided into seven units, each with a self-assessment test at the end. These units are: (1) the course introduction, which provides an overview of the course, its objectives, and its methodology; (2) an introduction to DRM, which describes the common hydrometeorological, geological, and biological hazards experienced throughout the Caribbean; (3) a section on DRM and development highlighting the important concepts and stages within the DRM process, discussed in more depth in the following sections; (4) a section on disaster risk identification, which includes hazard data collection and mapping, vulnerability assessment, risk assessment, and post-disaster assessment; (5) a section on disaster risk reduction (DRR), which consists of various physical, socioeconomic, environmental, institutional, and post-disaster interventions to reduce existing and future vulnerabilities to disaster; (6) a section on disaster risk transfer and financing, which discusses insurance, budgeting, public asset coverage financing, catastrophe bonds, and disaster assistance funds; and lastly, (7) a section on capacity development for DRR, which provides guidelines for preparing a DRR action plan. At the conclusion of this self-study course, participants are expected to be able to: explain key DRM concepts; identify DRM stakeholders; describe the process of hazard and vulnerability assessment; identify potential hazards and build risk scenarios; list opportunities for intervention at each stage of DRM; identify potential disaster risk transfer and financing options; and prepare a DRM action plan.
