Summary:
This publication outlines a medium-term strategic framework for the GFDRR within the broader context of growing global commitment to mainstreaming disaster risk reduction (DRR) and climate change adaptation (CCA) into sustainable development planning. As the numbers of people and the value of economic assets in low and middle-income countries concentrated in areas particularly threatened by disaster and climate-related impacts continues to rise, the more organized the international community must become in order to support these vulnerable countries in reducing these risks and building resilience. This is the principal purpose for the creation of the GFDRR in 2006 by the World Bank, the United Nations, and major donors. The GFDRR’s vision is to make the world safer in terms of building resilience to disasters and developing adaptive measures to address risks related to climate change; to make humans more secure and more prosperous through the implementation of DRR initiatives. It seeks to accomplish this vision by: (1) developing a broad and diverse partnership base; (2) ensuring that it has reliable access to needed resources; and (3) designing innovative methods for scaling-up DRR and CCA measures in at-risk countries. Other issues that must be addressed within the purview of DRR and CCA if this vision is to be attained include rapid urbanization, environmental degradation, food insecurity, and water scarcity. Currently the GFDRR offers ex-ante risk reduction assistance before a disaster occurs, and ex-post assistance after a disaster has happened in order to promote the integration of DRR measures into the reconstruction and recovery processes. Often interventions are the best opportunities to help developing countries build their capacity for DRR and CCA because the urgency of these issues is apparent to all relevant stakeholders, and thus previous political and social hindrances may be more easily overcome. In order to promote the mainstreaming of DRR into development, the GFDRR will support research to establish economic evidence for DRR; promote innovation in DRR; encourage the development of risk financing and insurance mechanisms; champion the incorporation of gender dimensions in national DRR strategies; and help cities to develop and implement DRR plans.
