Summary:
This document presents information gathered during the proceedings of the Earthquakes and Megacities Initiative’s (EMI) Asia Megacities Forum 2006. It highlights the exchange of experiences and knowledge related to disaster risk reduction (DRR) between forum participants. The two-day Forum was divided into two workshops, the first focused on implementing a Disaster Risk Management Master Plan (DRMMP) in the context of a megacity, and the second focused on improving the exchange of knowledge and experiences amongst megacities. According to one of the presenters, because local authorities play a key role in shaping how the development process occurs in urban centers, the nature of building construction, and often the emergency procedures to be used if a disaster should occur, these local governments should have the responsibility for developing DRMMP that consist of legal, institutional, financial, social, and technical components. The document in its entirety is a compendium of abstracts that address the EMI in general, and DRMMPs, in particular. The abstracts are divided according to four subheadings: 1) DRMMP: Component, Process of Implementation and Examples; 2) 3cd Program: Tools, Technology and Capacity Building Package; 3) DRMMP Applications: Case Studies and Experiences; and 4) The 1995 Great Hanshin-Awaji Earthquake: Lessons to be Learned. The abstracts themselves are very detailed, even providing links to websites associated with the DRMMP initiatives, as well as diagrams, pictures, tables and charts that provide more in-depth information on the topic. The document also consists of reports from the various forum discussions. Based on participant responses, these reports highlight their views on DRMMPs as a concept, their views on EMI and the forum, and their views on the growth of the DRR field.
