Summary:
This training manual focuses on strengthening the capacity of coastal zone managers to integrate disaster risk reduction (DRR) and climate change adaptation (CCA) principles into the design and implementation of their coastal development projects, in order to improve the resilience of coastlines. The document has eight chapters: 1) An introduction; 2) The DRR Perspective of the Coast; 3) The Link Between DRR and CCA; 4) The Coastal Risk of Natural Hazards; 5) Measures for DRR in Coastal Areas; 6) Field Exercises; 7) Integrating DRR in CZM; and 8) Application of Principles Learnt. Additionally, each chapter is broken down into three sections – training modules, terminology and references, and reading material. Chapter 2 discusses the different types of coastal hazards, outlining their causes and impacts. Chapter 3 outlines the principles of the Hyogo Framework for Action (HFA), specifically rejecting the debate between scholars in DRR and CCA as inconsequential, since both policy arenas are interrelated, and thus cannot be successfully pursued without communication and collaboration across disciplines. Given that its focus is on coastal zones, the document’s content is limited to hydrometeorological hazards; however, its treatment of core DRR concepts more than makes up for this limitation. As such, it is also useful to academics and policymakers who need to understand the intricacies of the field. Each chapter has statistics, graphs, diagrams, tables, and boxes dedicated to specific countries or particular DRR initiatives. In addition, it lays out definitions for concepts found in the fields of DRR, CCA, and ecology. Essentially, the manual aims to equip coastal zone managers with the capacity to integrate DRR measures and concerns into projects and regulations related to coastal zone management (CZM). while teaching DRR experts about “the role healthy coastal ecosystems play in disaster mitigation and prevention” (p. 6).
