|a This document discusses the role of micro-insurance in helping poor communities and households in developing countries build resilience against disasters. It is based on field studies in four regions of Indonesia (Bali, Jakarta, Padang, and Yogyakarta). Micro-insurance, defined as ‘the protection of low-income people against specific perils in exchange for regular premium payments proportionate to the likelihood and cost of the risk involved,’ includes several stakeholders: the insurance industry, the banking and MFI (micro-insurance industry) sector, development organizations, government agencies, and civil society organizations. In this study, several people from these stakeholders were interviewed. ‘The document has seven sections: the executive summary, the introduction, background/country information, relevant stakeholders, field study findings, business cases-options for micro-insurance, and the annex section. The introductory chapter contends that micro-insurance needs further development as a component of disaster risk management. The second chapter provides background information on Indonesia with an overview of the disaster risks facing it. Table 2 on page 4 illustrates the geographic locations of the various major disasters that have occurred in the country, including floods, earthquakes, tsunamis, volcanic eruptions, storms, forest fires, and landslides. The third chapter discusses issues concerning relevant stakeholders. The chapter also underlines the role of an important actor in the Indonesian micro-insurance sector: the BPRs-people’s credit banks. The next chapter (4) outlines findings from field studies and interviews with low income households carried out in the four regions of Indonesia. The fifth chapter covers the various business-options for micro-insurance, examining in detail the most viable business cases, potential distribution channels, prospective partners, and the role of national and international NGOs. The chapter then turns towards a discussion of the challenges still facing the development of micro-insurance schemes in the country. In order to effectively integrate micro-insurance into disaster risk management (DRM), first, insurance solutions targeting the low income market need to take the local socio-cultural and socio-economic environment into account; second, disaster micro-insurance schemes should be embedded in a network of stakeholders; and lastly, work must be done to identify the particular demands for micro-insurance within low income communities. |
