Summary:
This document serves as the mission statement of the Swedish National Platform for Disaster Risk Reduction (SNCDRR). Its aim is to “prevent and mitigate the consequences of natural disasters by improving coordination at local, regional, and national levels” (p. 10). With this proclamation, the SNDRR highlights how its objectives and goals align with the United Nation’s positions on DRR and definitions of key terms and concepts such as ‘natural disaster’ and ‘disaster risk reduction,’ as well as with the Hyogo Framework for Action Five Priority Areas. Also, it explains how the Swedish Platform fits into the European Union’s common strategy that focuses on combining and coordinating Europe’s capacity to respond to disasters within the territory of member states. The structure of the Platform includes many government agencies from the local, regional, and national levels. It is led by a steering committee made up of director generals, an authority network that conducts day-to-day DRR activities, a secretariat that is the point of contact between the Platform and the HFA, as well as working and reference groups that are called on when there is a need to address specific duties and issues respectively. One area that was not specifically emphasized within the Platform was the participation of civil society and citizens. Without their involvement, the plan ignores the bottom-up approach to DRR that promotes self-help capacity at the local level. ( English )
