- This is a report on a sustainable livelihoods cocoa cultivation project implemented in Aceh by the German Technical Cooperation (GTZ) as part of a rehabilitation and reconstruction program for small farmers following displacement due to conflict and disaster. The report presents the goal of the project, its methodology, and its main outcomes. The goal of the project was to help small farmers in Aceh to recover from years of armed conflict and from the devastating effects of the 2004 tsunami by rebuilding sustainable livelihoods. The GTZ specifically assisted the farmers in developing organic cocoa. The project involved 2,330 small farmers in Aceh Utara, Pidje, and Pidje Jaya (p. 4). These small farmers were organized by GTZ experts into three cooperatives, among them the cocoa cooperative. Each cooperative chairman received training on new cultivation techniques, which they came to share with the other farmers in the cooperative. These techniques basically consisted of ways to improve the quality of the cocoa. The training lasted two years. During that period, the small farmers received donated materials and tools, along with financial assistance to perform their work. GTZ experts also assisted the cooperatives in getting access to banks, finding customers, and preparing essential papers for obtaining certification. The outcomes of this project were interesting. The report argues that more than two-thirds of the cocoa farmers received the Bio certificate. Among the three cooperatives, the Aceh Utara cocoa cooperative was the first to be acknowledged as a Fair Trade organization in Aceh and, as a result, sold ten tons of organic cocoa to a Swiss chocolate maker in December 2008 (p. 5). The other two cooperatives, the report points out, are in the process of getting their Fair Trade certification. To place emphasis on the availability of markets for the cooperatives cocoa, the report highlights how the demand for cocoa often exceeds the cooperatives’ supplies. The Aceh project has fascinated other international organizations, which intend to use it as a model of “good practice.” ( English )
