Summary:
This document is a guidebook prepared by the German Agency for Technical Cooperation (GTZ) on the participatory upgrading of informal urban communities. It is targeted towards decision-makers at the local, regional, and ministerial levels, as well as partners for upgrading in civil society and the private sector. This document presents the accumulated experience of the Participatory Development Program in Urban Areas (PDP). Since 2004, the PDP has assisted local actors in communicating their priority needs and obtaining support from partners at the regional and national levels. The document is divided into two sections. The first section addresses the concepts behind participatory upgrading. It defines upgrading, why upgrading is necessary, and the reasons for using a participatory approach. It then presents the mechanisms and tools used in participatory upgrading and their contributions to achieving agreed upon local development objectives. The second section provides step-by-step guidelines for implementing the effective and efficient participatory upgrading of informal areas, using Egypt as a case study. Participatory upgrading requires: (1) sharing information, (2) developing a strategy for informal areas, (3) networking and cooperation between stakeholders, (4) promoting self-help initiatives, (5) knowing the local community, (6) planning and managing integrated development, and (7) monitoring and evaluating impact. The document highlights how bottom-up approaches that engage informal communities as equal partners in the upgrading process can facilitate social inclusion, poverty alleviation, sustainable urban development, and good governance. The document concludes by illustrating how these upgrading tools can interact in a complementary way across levels of government: implemented at the local level, managed at the regional level, and supported at the national level.
