|a These guidelines to promote LER are targeted towards field practitioners, policy and decision makers, programme designers, and local authorities. The manual is composed of two parts. The first section provides a conceptual basis for the LER guidelines. The second part addresses three major issues concerning LER implementation: (i) fact-finding, (ii) decision-making, and (iii) action taking. There are both short-run and long-run objectives that must be considered when seeking to promote LER. While reducing ‘dependency on external aid through temporary jobs and income generation’ is the short-run goal, ‘creating the endogenous conditions for the local economies to reactivate and create job opportunities’ is the long-run objective (p.1, 4). Rather than seeing these two objectives as being mutually exclusive, these LER guidelines aim at bridging the gap between relief and development-oriented processes (p.15). The study puts forward five overarching principles to guide implementation of local economic recovery: (i) be coherent and comprehensive, (ii) do not harm, (iii) be conflict sensitive, (iv) aim for sustainability, and (v) promote gender equality. These principles are considered essential to successfully moving towards LER. The implementation stage of LER includes fact-finding, decision-making, and action taking. Fact-finding aims at improving understanding of post-conflict local economic realities. The purpose of Decision-Making is to guide practitioners in taking strategic decisions for LER. Action-taking aims at guiding practitioners ‘through actions contributing to the promotion and achievement of local economic recovery in concrete terms’ (ch.5). In this regard, several interventions are considered for the implementation. Local Economic Recovery in Post-Conflict emphasizes the importance ensuring that economic prescriptions are comprehensive and participatory, in order to ensure that these policies do not regenerate the issues and tensions that were responsible for the initial conflict. It focuses on ensuring that economic recovery strategies are based on local resources and seek to create jobs around these resources. With local economic recovery that is inclusive, the belief is that the incentives to engage in war and conflict will likely dissipate. |
