Summary:
This document is a publication of the European Commission’s decision concerning the financing of humanitarian actions in the Pacific region. The report summarizes its assessment of the requirements and contexts within which humanitarian aid must operate. This assessment is the basis on which the European Commission decides its budget for the fiscal year. Its assessment acknowledges the acute needs of the Pacific region, noting that it hosts many of the world’s most hazardous locales. While the Commission emphasizes the leadership role that governments and development actors must play in disaster risk reduction (DRR), this does not preclude institutional actors from making valuable contributions to meeting the goals that these leaders endeavor to achieve. These goals include climate change adaptation (CCA) in addition to DRR measures. They further assess that financial aid should be offered to non-governmental and trans-national institutions, as they are well-positioned to reach vulnerable populations. The variety of institutional types involved in DRR promotion and implementation requires that the administration of funds is flexible in order to ensure effectiveness. Thus, these budgets can be implemented either through centralized or joint management. The total budget for these programs is EUR 2,000,000. However, EU-financed humanitarian projects will be confined to 18-month periods. The Commission’s decision is followed by 3 annexes that summarize the report and provide background for the decision. The first of these is a summary of the decision in table form. The second annex contains a list of previous decisions and corresponding funding amounts, and the third annex is an overview of those countries that donated to the region over the last 12 months. Finally, the written decision directs the reader to articles within various regulations previously drafted by the European Commission for further guidance on the manner in which this decision is implemented.
