|a This brief by the Inter-Agency Network for Education in Emergencies (INEE) examines mechanisms for integrating disaster risk reduction (DRR) into the education sector. The document begins by defining essential terms in the discussion about reducing the impact of disasters on education, such as hazard, risk, vulnerability, resilience, and DRR. Natural hazards are those phenomena over which humans have little to no control over, including seismic, volcanic, and hydrometeorological activity. Risks are the physical and social aspects of society over which humans have control over. These include decisions regarding how infrastructure is constructed, and where it is located. Vulnerability deals with the various social factors that increase the likelihood of suffering from the impact of natural hazards, such as poverty, discrimination, and marginalization. Resilience, the ability to withstand and recover from the impact of a hazard, is gained through society’s systematic efforts to understand and reduce risks and vulnerabilities, the essence of DRR. In terms of the education sector, disaster often involves: (i) physical impacts on students and personnel; (ii) physical impacts on school facilities; (iii) economic impacts on school enrollment; (iv) impacts on students’ education; and (v) psychosocial impacts on students and staff. The INEE minimum standards call for creating safe learning environments by ensuring that existing schools are retrofitted to address the disaster risks relevant to their location, and that new schools are built in safe locations according to construction guidelines that take these risks into account. It advocates for the development of school disaster management and education continuity planning. It supports the mainstreaming of DRR and disaster preparedness into teacher training and curricula. And, lastly, it promotes building a culture of safety within the education sector more broadly. |
