|a This is a progress report on policy goals set by the Australian Government for the 2009-2010 fiscal year as part of its Investing in a Safer Future initiative established in 2009. It is intended to guide future disaster risk reduction (DRR) planning and investment. The report highlights advancements and challenges AusAID has faced in moving towards four set targets necessary for the successful integration of DRR into its activities. For each policy objective, the document presents aims for the upcoming fiscal year that address current shortcomings. The first section deals with the integration of DRR into Australia’s aid program. It discusses existing DRR programs in over 30 countries supported by AusAID, and how the agency is reorienting entire systems, leadership approaches, resource allocation structures, and the overall culture towards recognizing DRR as a key component of sustainable development. The second area of concern deals with strengthening the capacity of partner countries to reduce risks to disaster. There has been an expanded geographic focus to Africa, South Asia, and the Caribbean, with AusAID helping governments in these regions build capacities in hazard and risk mapping, and preparedness. The third objective deals with supporting and enhancing advocacy on DRR. The organization has moved towards this goal by supporting key regional institutions such as the Asian Disaster Preparedness Center, participating in regional forums dedicated to DRR, active engagement with the UN International Strategy for Disaster Reduction Secretariat, partnership with the World Bank’s Global Facility for Disaster Reduction and Recovery, and providing assistance to scientists and engineers involved in developing DRR strategies. The final policy arena deals with the coherent integration of disaster risk reduction and climate change adaptation. The agency has established an informal working group between those working on DRR and climate change to foster understanding of the links between these issues, and develop common methods and practices. Despite progress towards AusAID’s stated objectives, there are a number of challenges it continues to face in integrating DRR into its aid structure. These include competition with a number of cross-cutting issues that distract from DRR, the fact that a large portion of its staff still does not understand what integration means in practice, the need to further clarify the distinction between humanitarian assistance and disaster reduction, and a disproportionate emphasis on preparedness rather than prevention and mitigation. |
