Summary:
This brief document provides information regarding the Community Managed Disaster Risk Reduction (CMDRR) program in Malawi, which was executed between 2008 and 2010. The program pursued the goal of “improv[ing] and expand[ing] the implementation of and knowledge on Disaster Risk Reduction best practices in disaster-prone communities in rural areas of all 7 dioceses of Malawi” (p.1). In order to achieve this goal, it established three specific targets: (1) to increase knowledge of CMDRR of the population within 76 communities, and of approximately 25 Episcopal Conference of Malawi staff members in the 7 dioceses; (2) to mitigate disasters and improve livelihoods in the 76 communities; and (3) to establish a national data bank for CMDRR monitoring, planning and documentation (p.1). The CMDRR program provided assistance to 6,840 households/ 41,040 persons, which were located in the most disaster prone areas of Malawi. The CMDRR assistance promoted drought tolerant crops and crop diversification, small-scale irrigation, environmental rehabilitation, livestock production, vegetable production, hygiene and sanitation, seeds and grain banks, and village savings. The communities that were involved in the program mentioned three major hazards in the country as impacting their lives: drought, floods, and epidemics. At the end of the CMDRR program, the document notes that four major lessons were learned (p.2): 1) documentation of best practices helps community-based DRR activities; 2) building the capacity of communities and local leaders is crucial to successful DRR; 3) cooperation and networking between different stakeholders at the local and national levels is important for efficient and effective implementation of DRR; and 4) incorporating community-based DRR and climate change adaptation (CCA) into national development programs requires cooperation between various relevant stakeholders.
