520 3    |a This publication underlines the central importance of integrating disaster risk reduction (DRR), and efforts to address climate change and environmental degradation, for long-term development. Integration is considered important not only because it is cost effective but also for its potential to facilitate advancement towards the Millennium Development Goals. AusAID believes that DRR, climate change adaptation (CCA), and strategies for environmentally sustainable development have many overlapping features (p.5-7). This document serves as a practical guide on their integration within pertinent sectors of development, including education, infrastructure, health, water and sanitation, agriculture and food security, and humanitarian action. Some examples are as follow: promotion of hazard resilient construction for new schools; introducing disaster risk and climate change assessments for the construction of new roads, bridges and other major infrastructure; engaging in dialogue with other donors and governments on the fundamental importance of the environment in the health sector; increasing the capacity and number of water storage units such as dams and individual rainwater tanks; supporting a greater diversity of livelihoods to build resilience to climate change and disasters; and applying a multi hazard approach to all recovery and reconstruction efforts. The publication provides several cases where AusAID has integrated DRR, CCA, and environmental sustainability into its programs. In this regard, the document provides ten examples ranging from addressing environmental issues related to unexploded ordinance clearance operations in Laos in order to make land safe for farming to empowering communities by building their environmental awareness and capacities. In order to move towards integration, the document calls on project implementers to first assess whether or not projects are being administered in environmentally-sensitive, climate-sensitive, or hazard-prone regions. Implementers must then review government policies on these various issues, as well as recent reports and assessments by relevant stakeholders. The design of the project must incorporate findings from risk assessments along the three categories, determine and evaluate costs associated with each risk, and include indicators to monitor outcomes in terms of how such risks are being addressed by the project.
