Summary:
This document outlines the Arab Strategy for Disaster Risk Reduction (ASDRR) articulated by the League of Arab States. Its two-fold purpose is to 1) establish strategic priorities for applying DRR initiatives throughout the region; and 2) to develop institutional, coordination, and monitoring mechanisms for implementation at the regional, national, and local levels. Arab states collectively face a variety of regional risks, both geological and weather related. The document specifically emphasizes the central role that climate change will likely play in multiplying the risks facing the region as an increase of up to 4 degrees Celsius in surface temperature and as much as a 20 percent decrease in precipitation is expected in the not-so-distant future. These trends are further compounded by rapid population growth, unplanned urbanization, environmental degradation, and shifting patterns of migration, increasing the extent of vulnerability across the Arab countries. The ASDRR calls for the urgent establishment of a multi-sectoral trans-boundary regional plan of action. The program of action will be implemented over an initial phase from 2011 to 2015, with a review in 2015 in conjunction with the revision of the global Hyogo Framework for Action in the same year. This review will then form the basis for a follow up program of action in 2020. The strategy has five key priorities: first, to strengthen the commitment for comprehensive DRR throughout the Arab world; to develop the capacities of governments and communities throughout the region to identify, assess, and monitor disaster risks; to build local resilience to disaster through education, advocacy, research, and training; fourth, to improve government accountability for disaster risk management at the sub-national and local levels; and finally, to integrate DRR into the multiple phases of disaster management, emergency response, preparedness, and recovery. The document also identifies a number of gaps in the region related to DRR, particularly the fact that political commitments to DRR have not been translated into operational capacities or the commitment of resources needed for the effective development of strategies to integrate DRR into development plans. It points to the lack of sustained progress on DRR education and public awareness, as well as the paucity of available and accessible data and information on risk and vulnerabilities, tools and methodologies for disaster risk reduction, or multi-risk and multi-hazard approaches throughout the region.
