Summary:
According to the United Nations International Strategy for Disaster Reduction (UNISDR), the institutions established for the coordination of disaster risk reduction (DRR) activities at the regional level indicate the degree of political awareness, mobilization, and technical capacity regarding DRR within that region. This document provides a synopsis of some of the most significant regional commitments to DRR made in 2010-2011 by outlining key ministerial conferences and platforms on DRR around the world. Ministerial conferences typically bring together a number of critical stakeholders including governments, regional inter-governmental organizations, technical and scientific institutions, non-governmental organizations, the private sector, donors, and the media, thus illustrating regional commitment around the issue of DRR, while regional platforms focus on the technical process of implementing the Hyogo Framework for Action. The document presents an analysis of 6 major regional gatherings on DRR: the Second African Ministerial Conference on DRR and Programme of Action, the Second Regional Platform of the Americas for DRR Declaration, the Arab Strategy for DRR 2020, the Incheon Regional Road Map on DRR and Climate Change Adaptation for Asia, the European Forum for DRR, and the 2010 Pacific Platform for Disaster Risk Management Plan of Action. This analysis includes a background section on each regional platform, a discussion of key regional priorities and commitments to DRR, and expected regional contributions to the 3rd Session of the Global Platform for DRR. The document also identifies a number of lower profile processes in each region. As these regional conferences and platforms become institutionalized, they represent opportunities for stakeholders to exchange information, plan strategies, monitor progress, and make collective decisions on DRR implementation within the region. The broader objective of UNISDR is to harmonize these processes and incorporate them into the Global Platform for DRR. They will serve to facilitate the implementation of the Global Platform’s decisions at the regional level. They also represent a vital forum through which regional priorities will be defined and related to the UNISDR in order to inform the agenda of Global Platform sessions. ( English )
