- This work is a presentation of the “vulnerability to resilience” (V2R) framework, outlining major factors that increase individual, household, and community vulnerability, the linkages between these variables, and measures that can be taken to reduce vulnerability and strengthen resilience. The author advocates for the development of integrated strategies that address not just their consequences, but also their fundamental causes. This work was developed as part of the Mainstreaming Livelihood-centered Approaches to Disaster Management. This document is divided into four sections. The first is an introduction to central concepts behind the V2R framework. Foremost is a focus on the multidimensional nature of poverty. The most impoverished often face the greatest vulnerability to hazards and stresses, have the most fragile livelihoods, are more likely to be plagued by future uncertainties, and most negatively affected by weak governance. The V2R approach addresses the interconnected nature of these vulnerabilities through the integration of 3 distinct approaches: the sustainable livelihoods approach and its focus on access to a diverse set of assets, resources, and coping strategies as a means towards greater resilience; disaster management, particularly the prevention and preparedness phases focused on reducing risks; and finally, climate change adaptation and its emphasis on understanding the impacts of climate change on the poor and taking action to adjust to and/or mitigate these impacts. The following section delves into the theme of building resilience. This includes enhancing community capacity to analyze hazards, and developing measures that prevent or mitigate the impact of disasters through natural resource management, land use planning, building codes, structural measures, early warning systems, contingency plans, and social policies. The third segment presents practical applications of the framework in Zimbabwe, Nepal, Peru, Bangladesh, Sri Lanka, and Kenya. The V2R framework begins with identifying priority areas of vulnerability and opportunities to build resilience. From these priorities, the outline of an appropriate plan of action can be developed. The author emphasizes that community plans should be realistic, which means establishing what resources are needed for implementation, where they will be acquired, and the time frame for meeting stated goals. It is also important to move from the analysis phase to the action-planning phase as quickly as possible so that communities and relevant stakeholders are still significantly engaged and thus newly invested in meeting stated objectives.
