It showcases work both on the academic and practitioner sides of humanitarian shelter response. The Centre for Development and Emergency Practice (CENDEP) and CARE International’s collaboration bridges the gap between the academic and on the ground humanitarians. CENDEP has incorporated good practices into all its shelter-related courses, while CARE has improved pedagogy within its shelter response training workshops. The two main objectives of the partnership are to facilitate learning and improve post-disaster shelter practice within the NGO sector. The first objective will be met through the establishment of a Postgraduate Certificate in Shelter after Disaster. This will entail documentation of lessons learned from NGO experiences, and development of practice-based modules on the nature and process of post disaster shelter delivery. More specifically, modules will cover an introduction to shelter, hazard and disasters, a people-centered approach to shelter focused on livelihoods and capacity-building, shelter as development, vulnerability reduction and preparedness, along with engineering and construction. The second objective will be accomplished through the creation of a Shelter Learning and Advisory Service focused on provision of technical assistance to NGO shelter programs, as well as training, mentoring, and shadowing opportunities. This collaboration is part of a broader effort by Oxford Brookes University to solidify a relationship between academics and practitioners. The University has held two conferences, ‘Building Relevance: Post-Disaster Shelter and the Role of the Building Professional’ in 2009, and ‘Improving Learning and Practice in the Humanitarian Shelter Sector’ in 2010, first partnering with the International Federation of the Red Cross, and later CARE UK. In response to the Haiti earthquake in 2010, a rapid training course on good shelter practice was developed to deal with the shortage of personnel with adequate experience in shelter, with an actual prototype of transitional shelters to be used in Haiti worked on and improved by students. Lessons learned from the experience were placed in a manual to be used in Haiti. The CENDEP plans on further collaborations with other humanitarian agencies including REDR, Engineers without Borders, and Architecture sans Frontieres-UK.
