- This United Nations International Strategy for Disaster Reduction (UNISDR) document discusses the thematic classification system for information on disaster risk reduction (DRR) developed by its information management unit (IMU). The goal of this work is to establish an international standard for categorizing DRR information, thus facilitating the use of this complex body of knowledge by those not specialized in the field. Though most disaster-related information is organized based on its geographic focus or the hazard discussed, there are a number of areas of interest related to DRR that cannot be neatly filed under these categories. The themes outlined in this publication were established by determining whether or not DRR professionals were specializing in particular subject areas, producing literature and research in these domains, and were establishing conferences and forums around these topics. The IMU also sought to establish whether these areas of interest were being treated exclusively as sub-topics of a different subject, or as independent fields of inquiry. If all these criteria were met, then a topic was deemed an area of professional specialization. The UNISDR IMU identified 29 themes and issues by reviewing and classifying 14,000 different pieces of content, surveying 1,856 DRR professionals, interviewing DRR experts, conducting surveys on networking at DRR conferences, and making over 2 million site visits to PreventionWeb. For each theme, the document provides a definition, related terms, Hyogo Framework for Action (HFA) priorities that deal with the subject area, related development sectors, associated humanitarian clusters, the PreventionWeb online page covering the topic, the percentage of those surveyed who believed they were experts in the area, and those who believed that organizational capacity needed to be strengthened in their declared expertise. Beyond this list of themes and issues, the UNISDR is also promoting that the networks and communities of practice that have evolved around these subject areas initiate dialogue about the sub-themes of their field. This would assist in establishing the scope of each domain. The document also highlights a few themes that are not officially included in the list because they do not have a large body of literature dedicated to them, but nevertheless seem to be emergent. These include the rights-based approach to DRR, the ethics of DRR, migration and DRR, and social protection as a component of reducing risks to disaster. ( English )
