520 3    |a This document evaluates the International Federation of the Red Cross’s (IFRC) Transitional Shelter Programme implemented in Aceh and Nias, Indonesia following the devastating Indian Ocean tsunami of December 2004. Following the massive 2004 South Asia tsunami, much of the region’s coastal population was left in dire straits having lost their homes in the wake of the destruction. In response, the IFRC constructed 16,521 transitional shelters in ten districts of Aceh Province and Nias, Indonesia. This document presents the results of a survey conducted to assess the impact of the IFRC’s transitional shelter program on beneficiaries. A multi-stage sample design involved dividing the survey population geographically into four regions, with areas within each region further being classified as either a return area (RA) or a transitional shelter site (TSS). A total of 1,561 household’s survey responses were analyzed. The survey’s objectives were to determine participant satisfaction with the program, their future plans regarding permanent housing, the demographic profile of beneficiaries, and their level of access to essential services such as water, sanitation, healthcare, and livelihoods. Analysis of this preliminary evaluation will be used by the IFRC to: identify key gaps in services being provided; inform the organization’s global shelter strategy; support the creation of program monitoring and evaluation tools; and strengthen the survey implementation and data analysis capacity of the Indonesian Red Cross. Analysis of the survey data finds that over 65% of program beneficiaries were satisfied with the design, size, and quality of their shelters. Over 80% of households surveyed reported investing resources to improve their transitional shelters, often adding dividers to increase the number of rooms or extended rooms to fit family needs. Nearly all of the participants surveyed believe that the transitional shelter program is important in rebuilding their livelihoods. Most expect to use their transitional shelters as extensions of future permanent homes. Others plan to use it as a second home, while a smaller proportion plan to sell theirs. Despite overall positive assessments, a number of complaints did emerge. A number of respondents had issues with the acoustic and thermal insulation of the shelters. Others found the lack of privacy problematic. Another drawback identified was the low proportion of households with access to latrines.
