Summary:
This report evaluates the impact and effectiveness of coordination services provided by the IFRC-led Shelter Coordination Team in response to the 2009 Tropical Storm Ida floods in El Salvador. It identifies key lessons and recommendations to improve and inform future response. During November 7 and 8, 2009, the Tropical Storm Ida caused heavy rainfall throughout El Salvador. Mudslides buried towns and overflowing rivers swept through various regions, destroying water, electrical, and telecommunications systems, damaging roads, health and educational centers, as well as houses. In accordance with its global commitment to the cluster approach, IFRC deployed a coordination team to convene the emergency shelter cluster (ESC). While no relevant shelter coordination in El Salvador prior to Ida has been identified in the review, the UNDP was in charge of the inter-cluster coordination post-Ida before the IFRC Shelter Coordination Team’s (SCT) deployment. The report discusses the transition from emergency shelter cluster to temporary housing cluster. The main part of the report focuses on the details of IFRC support, which ranges from deployment to handover. The ESC objective was to support the government of El Salvador in coordinating the work of approximately 30 organizations in providing a coordinated response to shelter. The review found that the SCT’s coordinator had a strong background in the cluster approach and shelter cluster coordination, as well as the RCRC Movement. His origins in Latin-American and former experience in El Salvador were also important assets. The lead responsibility was handed over to the UNDP when ongoing actions had early recovery characteristics, and the families relocated in bridge sites or permanent sites could return to their normal life. The review discusses the results of cluster final self-evaluations before their departure using a methodology consisting of three questionnaires related to Coordination, Information Management, and Shelter Provision. Conclusions and recommendations are categorized into global conclusions, added value of the SCT, positive aspects of the experience to be replicated, things to be improved, recommendations to further support, and recommendations to improve the IFRC shelter cluster coordination role. According to the review, the Ida IFRC-led shelter cluster leaves interesting lessons learned for future similar actions in America. It found main partners have expressed their satisfaction on the job done in coordination, information management, and technical advice. ( English,English )
